Background
Mr Tuomi is the Founder and Chief Scientist at Meaning
Processing Ltd. Before his current assignment, he was with the
European Commission's Joint Research Centre, Institute for
Prospective Technological Studies, Seville, Spain. Before
joining IPTS in 2002 as Visiting Scientist, he developed
research strategy for the Finnish Technology Agency and the
Finland Berkeley Information Technology and Society Program.
During 1999-2001, Mr Tuomi was visiting scholar at the
University of California, Berkeley, where he conducted research
on Internet-related innovations and the new dynamics of
innovation networks. From 1987 to 2001 he worked at Nokia
Research Center, Finland, most recently as Principal Scientist,
Information Society and Knowledge Management.
Mr Tuomi has been member of the European Commission's
High-Level Socio-Economic Expert Group on Information Society,
and he has served on committees and working groups on
telematics, learning technologies, Internet regulation, research
ethics, open source development, regional innovation systems,
future of computing, and economic development. He was a
sub-group chairman for the European Industrial Research
Management Association (EIRMA) working group 54 on Corporate
Knowledge Management, and a member in EIRMA Working Group 50 on
Long-Term Planning in a Continuously Changing World, chairing
the sub-group on the emerging models for long-term planning. He
has been an expert member of the European Commission Information
Society Advisory Group "Scenarios for Ambient Intelligence in
2010" group, and ICT & IS panel in the European Commission's
Institute for Prospective Technological Studies
"futures@europe.2010" project, as well as an expert member in
the institute's working groups on research ethics and digital
identity. He has been a member of the high-level Transatlantic
Dialogue on Broadcasting and the Information Society
(TaDoBatIS). In 1999-2000 he was an expert member in the
Institute for the Future's Global Innovation Outlook project in
Menlo Park, California. He has served on the boards of several
Finnish societies, including the Finnish Artificial Intelligence
Society and the Finnish Society for Investigative Journalism. He
has been an executive board member of the Finnish Information
Society Forum, and twice nominated member of the Scientific
Council of the Finnish National Fund for Innovation (SITRA).
Mr. Tuomi has been involved in several European and
international research projects since the 1980s. He has written
five books, chapters in 25 books, over 40 scientific articles,
numerous scientific reports, and he is author of two
international mobile communications patents. His texts have been
used as background material for the development of national,
regional, and European research strategies, the World Summit on
Information Society, Commission communications, the revision of
the eEurope strategy, and development of the EU Horizon 2020
Framework Programme for Research and Innovation. His work has
been quoted in the international press, including the Guardian
(U.K.), El País (E), El Mundo (E), NyTeknik (S), Focus (D), New
York Times (USA), Nikkei Information Strategy (Japan), El
Mercurio (CL), Computerworld, New Scientist, and Business 2.0,
and his research has been used to revise the editorial stylebook
entry on Moore's Law in the San Jose Mercury News.
He is currently member of the editorial board of First Monday,
a peer-reviewed online journal focusing on the Internet, and
member of the editorial board of European Journal of Education.
He is reviewer for the Oxford University Press, Technology
Analysis and Strategic Management, Journal of Management
Information Systems, First Monday, The Information Society, and
the Hawaii International Conference on System Sciences. He is
advisory committee member for the Project Anticipation of the
UNESCO Chair in Anticipatory Systems, steering committee member
of UNESCO project on Networking to Improve Global/Local
Anticipatory Capacities, and steering group member of the FuMee
futures methodology meetings. He has been an individual expert
evaluator for over 60 research project proposals for the 7th
European Framework Programme for Research and Innovation, and
expert reviewer for EU FP7 projects with total value of over 40
million euros.
Mr Tuomi has been an invited speaker on knowledge management,
information society, new innovation models, foresight, and the
future of learning in Finland, Belgium, Denmark, Germany,
France, Ireland, Lithuania, the Netherlands, Norway, Poland,
Portugal, Romania, Spain, the U.K., South Africa, Switzerland,
Qatar, United States, Japan, Thailand, and South Korea. His most
recent peer-reviewed book, Networks of Innovation: Change
and Meaning in the Age of the Internet, was published by
the Oxford University Press, 2002/2003, and in paperback in
2006.
